Oh I had COMPLETELY forgotten that but now you mention that I do very vaguely remember that being a thing! The problem of course with any kind of work based on the concept of cities-as-characters is you can really only do it for cities you know extremely well, but then it seems inevitable that broader universe questions start trickling in no matter what city you pick....
