Sure, yes, they -do- do human sacrifice, but it's a big Aztec empire, and they run things -- so unsurprisingly, they do lots of things that aren't human sacrifice too! (like intrigue! And have parties! And..well, it's like a Diane Wynne Jones book set in an Aztec-client-state version of California, so, um...lots of stuff).
